How the EU AI Act Will Impact AI Companion and Girlfriend Apps

The European Union's AI Act, which entered its enforcement phase in early 2026, is beginning to reshape how AI companion apps operate within the EU. The regulation requires all AI systems that interact with humans to clearly disclose that users are communicating with an AI — a provision that directly targets the companion and girlfriend app category.

For most established platforms, this means adding prominent disclaimers during onboarding and within chat interfaces. Apps like Replika and Kindroid have already updated their EU-facing versions with compliance notices. Smaller platforms, particularly those based in Asia, have been slower to adapt and may face access restrictions in EU markets.

The Act also introduces stricter data handling requirements. AI companion apps must now provide clear documentation of what conversational data is collected, how it is processed, and whether it is used to train future models. Users gain the right to request complete deletion of their data, including conversation histories.

Perhaps most significantly, the regulation classifies AI systems that manipulate human behavior or exploit emotional vulnerabilities as "high-risk." While companion apps are not banned outright, those found to use psychologically manipulative engagement techniques could face fines of up to 7% of global revenue.

For users, the EU AI Act should bring greater transparency and accountability to an industry that has often operated with minimal oversight. For developers, it represents a new compliance burden that will likely accelerate consolidation in the market.
